As soon as Putin gave Kadyrov a medal, it occurred to me that it was possible Putin ordered the Nemtsov murder to frame Kadyrov somehow for it, directly or indirectly.
Everything Putin does is a reverse world lie, so it would fit his MO perfectly to award his rival enemy, to cover his own tracks, at the same moment that he is taking him down.
And Kadyrov is such a stupid maniacal putin-sycophant that he's stupid enough to fall for it.
more than one person has speculated the assassin was one of kadyrov's people
five years he has once again won his duma seat with more than 99 percent majority

Triumphs their tomb—felicity, her fate—
Of nought but earth can earth make us partaker,
But knowledge makes a king most like his Maker.
