Certiorari is a scotus instrument that appeals courts do not have

Scotus can dismiss a case for whatever reason without even explaining it by denying certiorari

Appeals court cannot do this because they do not have to grant certiorari

They have to dismiss the case by giving at least a brief explanation

Humpty Dumpty sat on a wall,
Humpty Dumpty had a great fall.
All the King's horses and all the King's men
Had scrambled eggs for breakfast again.

Appeals courts don’t know what the lower court ruled?
Well they don’t have to be told, they must inherently KNOW what the original ruling was or it wouldn’t be in appeals in the first place!

But it is difficult getting there. Added to the challenge of looking for something for which you have no prior example, once you find it, you’re the only one who will never truly see what’s special about it. ==Ben Folds
