for example Some time say 2004, some of the agencies created assistance centers, not unlike those we have today. because President Bush was happy to privatize any sector of the federal government that was willing to go for it

These were created whereby all employees were hired under "not to exceed" 24 month terms.

they justified the positions by explaining that there was a large increase in workload requiring temporary increase in staffing.

The 2 years arrived an astonishingly office of personnel management challenged some of the agencies. They said that it was inappropriate to pretend full time permanent jobs were temporary. Amongst other things, they said that the agencies never expected to clear the workload in 24 months and that they were depriving temporary employees of full time status. they were forced to close these several centers. I think they were called flexible units and other cutesy names of this sort.

They had no budget to convert the employees to full time status, and opm would not renew any more temporary jobs.


The action was undertaken in 2007, I no longer have the cites, but they are likely going down an interesting path with some precedent

besides the 2 year dodge problem, it turned out that the contractors and temporary employees did not care that much about privacy and lost data and personal information

another problem even more obvious today is that said employees now need secure laptops to work from home. Any agency that did not anticipate work at home scenarios was in trouble
